For hotel guests with full board, the first hotel meal will be dinner at the day of arrival, while the last hotel meal will be lunch at the day of departure. Consequently, hotel guests with full board arriving October 10th and leaving October 17th will get all meals from dinner Sunday October 10th to lunch Sunday October 17th. Except in case of unforeseen situations, all these meals will be buffets.
Players and accompanying persons staying in the hotel will pay for their hotel stay directly in the hotel reception. Chessplaying hotel guests leaving Sunday October 17th can have a delayed check out until 15.00, and so are welcome to leave their luggage in the hotel room until after their games are finished.
For players and accompanying persons in need of transport from the Oslo Airport before the tournament, there will be one 16 seats maxitaxi leaving from Oslo Airport around 14.30 Saturday October 9th, and one 16 seats maxitaxi leaving from Oslo Airport around 13.15 Sunday October 10th. For players and accompanying persons in need of transport to Oslo Airport after the tournament, there will be two 16 seats maxitaxis leaving the hotel at Fagernes in between 14.45 and 15.30 Sunday October 17th. Players and accompanying persons interested to book a seat in a maxitaxi, and not already having done so, are welcome to contact the organizer at hansolahlum@gmail.com as soon as possible. Passengers registered for the maxitaxis from Oslo Airport will receive instructions by email about where to meet. The tournament organizer will pay the maxitaxi drivers, hence passengers are paying for the travel to the organizer and not to the driver.
All players will have to register in person outside of the playing venue Sunday October 10th in between 12.00 and 16.00. We much appreciate if players will register before 15.30, and players planning to arrive the hotel later than 15.30 are recommended to inform the organizer about this. The entre fee at the registration can be paid either cash in Norske kroner or Euros, or by electronic means.
Moneyprizes are 2400–1600–800–500–300–200–100 Euros in the GM group and 500–300–200–100 Euros in the Open. Moneyprizes will be shared equally in case of equal points, and remaining players within top 15 in both groups will receive book prizes. In case of equal points then ELO average of opponents will decide in the GM group, while median Buchholz followed by full Buchholz will decide in the Open. Top three players in the Open will qualify for the GM group in 2022.
The playing area during the games includes the open venues and toilets outside the playing venue in the basement at the hotel, plus the open hotel reception area and the smoking area just outside the reception. All players as well as accompanying persons staying in the hotel can get free coffee and ice water outside of the playing venue during the playing sessions. During their games players cannot visit their hotel rooms without permission in advance from the arbiters, and in case of such situations an arbiter will follow the player to and from the hotel room.
Face masks are allowed but not required in the playing venue. Handshakes before or after the game also are allowed but not required. Players as well as spectators are expected to keep their hand hygiene and avoid unneccessary physical contact in the playing venue. Unacceptable behaviour towards arbiters, other players, the hotel staff or other hotel guests can lead to players being expelled from both the hotel and the tournament.
Neither players or spectators are allowed to bring phones, computers or other electronic devices into the playing venue while games are played in the tournament. Violations of this will result in lost game for players still involved in a game, and might lead to spectators being denied access to the playing venue. Players and spectators not living in the hotel might turn in their mobile phones to the organizer outside the playing venue before the start of their games, and get them back when leaving the playing area after finishing their games. Any possession or use of electronic devices during a game will lead to a lost game for the involved player(s).
All the games in the GM group, and at least the games from top ten boards in the Open, will be transmitted live on internet, and will be available among other on https://chess24.com/en. Remaining games in the open group will as far as possible be published on the tournament webpage at https://fagerneschess2021.blogspot.com within 24 hours.
Time limits are 100 minutes for the first 40 moves and 40 minutes for the rest of the game, with a 30 seconds increment for each move from move 1. Following this all players have to write down the moves on the scoresheets all until the game is finished. Our tournament clocks are not using the move counter, hence the extra 40 minutes after the first time control will be added when one of the players have used up all the time for the first time control.
The walk over deadline is 60 minutes after the start of the games, and in case of unexpected situations the arbiter after consulting the opponent might decide to prolong this. If the player to handle the black pieces is not present at the start of the game, the player handling the white pieces can write down the first move and then start the opponent´s clock. Players realizing that they can not play a game as planned due to health issues etc, or having to withdraw from the rest of the tournament, should immediately inform the chief arbiter by email hansolahlum@gmail.com or SMS to +47 95 75 82 86.
Players in the GM-group can at the registration before the tournament request a walk over draw in one of their games, but not for round 8 or round 9. Note however that players requesting such a walk over draw for almost all practical purposes will lose their chances to make a title norm. Players in the Open can at the registration before the tournament request a walk over draw in one or two of their games, but not for round 8 or round 9. In case of unexcepted health issues etc during the tournament the arbiters might accept a request for a walk over draw before the pairings for a round is published. Such walk over draws however also can be accepted no more than one round for players in the GM-group and two rounds for players in the Open – and not at all for round 8 or round 9.
The tournament arbiters are IA IO Hans Olav Lahlum (Chief Arbiter), IA Tom Eriksen (Deputy Chief Arbiter), IA Henrik Sjøl (Deputy Chief Arbiter), FA Øyvind Bentsen, FA Monica Lauvik Fjeldstad and FA Henrik Johansson. Players dissatisfied with a decision from the arbiters can deliver a written protest within one hour after the end of the disputed game, but then the decision of the chief arbiter will be final. Except for games with a protest as mentioned above, both players immediately after a game is finished have to confirm the result by signing the scoresheets and game card.
